Abstract
This article analyzes the evolution of the nuclear relationship between Ar- gentina and Brazil during the second half of the 20th century.
Since the beginning of their respective nuclear programs, the relationship between the two main powers of the Southern Cone has traveled a wind- ing path that alternates between rivalry and competition, coordination and cooperation. However, the passage from more competitive stages to more cooperative stages is not carried out in a linear and incremental manner but gradually and by “jumps”, based on critical points, that is, specific moments of the relationship in which an option is made aware of cooperation in nu- clear development.
To analyze the evolution of the bilateral nuclear relationship between Ar- gentina and Brazil, this paper reviews a series of critical moments and how their resolution affects the nuclear relationship scheme between the two countries. For this, a set of factors and their impact on the option for nuclear cooperation in the case analyzed are taken into account: the type of political regime; the ideological distance between the ruling elites of Argentina and Brazil and their choice regarding the development model promoted by their coalition; the state of geopolitical competition between the two South Amer- ican actors in question; the distribution of material capacities; and the role of global hegemon (United States) both bilaterally with Argentina and Brazil and internationally; in his role as the main promoter of the international non-proliferation regime.
