Abstract
A political and strategic biography of one of the most important American policy makers of the 20th Century. William Leahy was Chief of Naval Operations (1937-39), Governor of Puerto Rico (1939-1940) and Ambassador to Vichy France (1941-2) before serving as Chief of Staff to Presidents Franklin Roosevelt and Harry Truman. He was also the first US chairman of the Joint Chiefs of Staff.
