Abstract
Examines how to measure degrees of statehood. One approach is to compare state outputs and to see how far this is associated with the development of appropriate political institutions. Institutional capability depended on both the centralization of decision-making power and infrastructural power--the capacity to implement policy. The combination of the two dimensions affords a four cell ideal-typical typology, with most actual states located on continuums of the dimensions
