Abstract
Discusses limited statehood in the Middle East and how it might be conceptualized and measured; and the advantages of historical sociology in understanding comparative degrees of statehood; It refutes several objections to such a comparative effort; and suggests how it helps us understand state failure and non-Westphalian governance.
