The link between tax evasion and the health system is clearly illustrated by an article published in September 2019 by the World Health Organization (WHO). By comparing estimates of the amounts of corporate tax avoidance internationally and government spending on health in 2013 in 100 countries, researcher Bernadette Ann-Marie O'Hare demonstrates that revenue lost to tax evasion businesses are greater than government health spending. If these revenues were allocated to the health sector, “annual government spending on health could rise from $8 to $24 per person in low-income countries and from $54 to $91 in lower-middle-income countries” .
