Description
In public and academic discourse, there is frequent discussion of the role of research evidence in policy. Different conceptualisations of this connection have proliferated and include: Evidence-based Policy Making, Knowledge Mobilisation, Governmental Science Advice and Public Scholarship. Analysis primarily concentrates on the use of research evidence within Governments in the global North. This distracts from how research is used elsewhere in the policy process and in other parts of the world.Parliaments scrutinise, debate and approve policies and legislation, making them key players in national policy landscapes and important users of research evidence. In this paper we report research on how Parliaments access and harness research evidence. Based on a global mapping exercise, we suggest that most jurisdictions across the world have a mechanism for handling research evidence. Using qualitative data from Commonwealth Parliaments, we consider what Parliaments and researchers in the global North can learn from the global South.
